Palestinian Hamas and Israeli officials begin indirect discussions in the Egyptian city on American Gaza peace proposal.

Conflict zone News Agency
Israel has been carrying out an offensive in the northern Gaza Strip for an extended period.

Third-party negotiations focused on achieving a comprehensive deal on a US peace plan to end the war in Gaza have begun in the Egyptian city of the Egyptian resort town.

Palestinian and Egyptian officials have indicated that the discussions are concentrating on "preparing the environment" for a possible exchange that would see the liberation of all detained individuals in return for a number of detained Palestinians.

The group stated it agrees to the negotiation framework in part, but has not responded to several key demands - such as its weapons surrender and future role in Gaza.

The government official said on the weekend that he anticipated declaring the liberation of detained individuals "in the coming days"

Historical Framework

The talks, which will see Middle Eastern officials facilitating discussions with delegations from both Israel and Hamas in isolation, take place on the verge of the 24-month point of the military operation on southern Israel on the initial attack date, in which nearly 1,200 people were lost their lives and 251 individuals were captured.

The armed forces initiated operations in Gaza in retaliation. Since then, over 67,000 have been lost their lives by armed interventions in Gaza, as reported by the territory's local health authorities.

Initiative Components

The comprehensive proposal, which has been endorsed by the Trump administration and the Netanyahu government, suggests an immediate end to hostilities and the liberation of 48 hostages, only 20 individuals are thought to be surviving, in exchange for hundreds of detained Gazans.

The framework requires that once the two parties agree to the plan "complete assistance will be immediately sent into the conflict zone"

It also specifies that Hamas would have no involvement in political leadership, and it leaves the door open an independent Palestinian nation.

Current Situation

In the latest development, the group answered to the proposal in a statement, in which the group consented "to liberate all Israeli prisoners, both surviving and deceased, according to the exchange formula outlined in the American plan" - if the proper conditions for the transfers are satisfied.

It failed to address or approve Trump's 20-point plan but said it "reaffirms its commitment to transfer the administration of the Gaza Strip to a local administration of technocrats, established through Palestinian national consensus and Arab and Islamic support"

The declaration made no mention of one of the key demands of the initiative – that the militant group accept its military demobilization and to having no future involvement in the leadership of Gaza.

Regional Reactions

Many Palestinians characterized Hamas' response to the negotiation initiative as surprising, after multiple days of suggestions that the faction was likely to refuse or at least heavily condition its endorsement of the US framework.

Conversely, the organization excluded its established limits in the formal declaration, a action many interpret as a sign of outside forces.

Global and local leaders have endorsed the plan. The Palestinian Authority, which governs parts of the Palestinian territories, has described the US president's efforts as "sincere and determined"

The Persian nation - which has been one of the group's primary supporters for decades - has also now signalled its backing of Trump's Gaza peace plan.

Ongoing Reality

Israeli bombardment carried on in various locations of the Palestinian territory on Monday ahead of the negotiations starting.

Defense personnel is conducting an military operation in the metropolitan region, which it has said is designed to achieving the release of the outstanding captives.

Mahmoud Basal, spokesman for Gaza's Hamas-run civil defence, stated that "humanitarian convoys have been allowed into the metropolitan area since the military operations started one month prior"

"There are still bodies we cannot retrieve from areas under defense force authority" he commented.

Countless residents of Gaza City have been forced to flee after the Israeli military required departures to a specified safe zone in the southern region, but hundreds of thousands more are considered to have persisted.

The military official has admonished that those who stay during the combat campaign would be "combatants and their sympathizers"

In the recent period, 21 residents have been killed in Gaza and a additional 96 wounded, the regional health administration said in its most recent report.

Global media representatives have been prohibited by Israel from entering the conflict zone independently since the start of the conflict, making authenticating statements from both sides problematic.
